NselbakMan, we are going to be talking about tablet (touch screen device) vs tablet (paper) on this drop till the cows come home lol. We'll try to be more clear ourselves from here on. The 8.5x11 refers to the paper size.
The largest tablet (device) that could fit would be 9.25 in wide and 11.25 in tall. This would be without a protective case.

AllegoryGoodsJust while you're looking at options for the iPad Pro, please consider your customers that are surface users. I'd love to use it for that (Surface Pro 4 user here)
