This is my first hand mill coffee grinder. Once it arrived, I cracked open a fresh bag of beans from Black Rife Coffee Company, and filled the hopper and started grinding. I found that about 50% of the time, I was grinding nothing. The coffee beans were too large to feed properly into the ceramic grinder, and that single hopper took around 45 minutes to fully grind.
I then pulled out my mortar and pestle and gave another hopperful of beans a quick initial grind to break the beans into smaller pieces. This did the trick, to keep the coffee moving consistently into the ceramic grinder. I was then able to grind about 4x the amount in about the same 45 minutes.
For me this is not a show-stopper, I already had the mortar and pestle, so I will keep using this routine to grind beans. Future buyers just be aware of this issue.

it-manMine came in a box branded "Leopold Vienna" with multi-lingual text defaulting to Dutch, followed by German, then English, then French.
Aaaand then there's a "Made in China" sticker on the bottom. That probably answers your question. The rest of this is a review.
The overall construction is pretty light. The grinder body and vessel are all fairly thin gauge spun stainless. I'd call it light construction rather than solid. (My Imusa stovetop espresso maker is solid.)
But it does grind coffee! Ever since it arrived we've been taking turns grinding coffee for my wife's Keurig reusable capsules. We've had to, since like any other hand-grinder, it takes an inordinate amount of grinding to produce a relatively dinky amount of ground coffee. People got tired, so we swapped off. (The irony here is that I don't actually drink the coffee that comes out of her Keurig. I've got a Breville Barista Express sitting right next to it. That's more my style.)
We wound up buying two grinders here on Massdrop. Once the second one arrives we'll start the side-by-side comparisons.

Is there a way to set the coarseness of the grind like you can with some grinders, or do you just have to eyeball it?

If you are going for as-fine-as-possible, the oscillation issue probably won't be a problem, because the cone will be very close to the fixed seat. It will probably take a long time to grind it all.
The insert is specific to the Hario grinder, and I got it locally, but if you want one, you can try contacting these guys http://mrgreenbeanspdx.com/online-store/ Good luck!
