I have a different Cooler Master Notepal model, the XL. But it has the same functions as this one.
The cooler is powered by the laptop, via the mini-usb port. Connect the mini-usb to your laptop's usb and you're done. This enables the usb hub.
The micro-usb on the cooler (the one noted as DC 5V) is for use with a DC 5 volt power source like a wall adaptor/charging unit, in case you want the cooler to operate but you don't want to or can't use a laptop's usb. A little flexibility never hurts.
A word of caution though: the cooler cannot charge many mobile devices at the same time (e.g. a phone, a tablet and a camera). At least my cooler can't do that. Also, my cooler has a power deficiency when I turn the RPM to the highest level. I have a logitech webcam constantly connected to the cooler and if I turn the fan up high, the cam powers off.
Apart from that minor problem, these coolers are great. They do cool the laptop. As a matter of fact, with the fan turned up, I sometimes feel cold when standing close to it.
