After decades of turmoil, wealth and prosperity have finally returned to the kingdom. To keep things orderly and efficient, the emperor has delegated his rule over the territories to three councils, each of which is comprised of members from the most influential families throughout the land. In Council of 4, you’ll be tasked with infiltrating and influencing each council to get priority permits to build your emporium. With each received permit, you'll gain points and a reputation. Successfully corrupt the councils or the emperor, and you’ll quickly become one of the most famous merchants in the entire kingdom.
