The Raspberry Pi Pico will use GP2040 firmware so it will support use on PC, PS3 and PS4, Nintendo Switch, Steam Deck, MiSTer and Android out of the box. GP2040-CE is compatible with PS3 and PC out of the box and can be expanded by plugging a compatible dongle or controller into the USB expansion slot.

This pad uses an open-source leverless design that usually binds Up to the lowest button, where your thumb rests, to make your Up command feel like the Space bar on a keyboard. Unlikely, in general, unless the USB device is made for Xbox it won't work because of how Xbox USB compatability works.
