Are the blades replaceable and/or can you sharpen them?

SeannevesShort answer: No and not really.
Long answer:
You could possibly replace the blade if you could find someone to sell you a new one, but they're not intended to be replaceable and I doubt anyone sells them so it would probably be a lot easier and cheaper to just buy a whole new peeler.
Technically it should be possible to resharpen the blade, I guess you'd need a very thin slip stone or mini diamond plate. I can't imagine it would be much fun though.
As long as you don't abuse the peeler it should last a very long time before you'd need to start thinking about resharpening it. Unlike a knife the blade won't get banged around and twisted on a cutting board and should stay sharp almost indefinitely if only used on soft produce.
Just remember to rinse it immediately after use so food isn't left to dry on the blade.
