I wish they would still have the GTX 760 version.

Would the CPU be strong enough to use as a secondary streaming PC?

JoffusI've done in-home streaming on a Raspberry Pi 2 at 1080p@60, as well as on my ThinkPad T430 with a 2.5GHz i5 from an older generation at 1080p downscaled to the laptop's 1600x900 resolution, both worked just fine. The streaming requires a lot more from the host computer's CPU than from the one streaming it - it just has to render the images being sent to it from the host PC and send back input from your mouse, keyboard, controller, ... The fact that it has gigabit ethernet is also a big plus for this.
It should be fine for 1080p IHS, I can't speak for resolutions beyond that from experience.

Minus the absence of memory, can this thing support the Oculus Rift or HTC Vive out of the box?

MrBuff2It has a half-size mini-PCIE slot, which means you could treat it as a laptop in that regard and use an external GPU solution - but since that slot is occupied by the Wi-Fi and BlueTooth card, you would be sacrificing those two for a more powerful GPU. Though those could be compensated for over USB.
Not saying this is the best or cheapest solution, but it's possible.

Most appealing thing to me are the older standards, just cause I have suitable spares sitting around lol
DDR3L is slow and expensive memory!

MASSDROPUSER1234It is not slow, your perception of speed is off. Low voltage DDR3 can transfer at up to 8GBps, if that is slow, you sir have a computer that is beyond my comprehension.

Hmmm, neither performant enough for me to want to use for games and not power efficient enough for me to want to turn into a 24/7 seedbox. Could work as a workstation if I didn't already just use my laptop for everything.

Why the use of older technology? I feel like I'm pc shopping 1 1/2 years ago.

PilsburyBecause it is older you are saving almost 500$ depending on where you buy it, this brand new on Newegg is almost 1100$.
