Has it been calibrated by top members of the state and federal Departments of Weights and Measures to be dead-on balls accurate?

If it was it should have a certificate of calibration which I don't believe it does.

You're thinking of the Craftsman Model 1019 Laboratory Edition Signature Series torque wrench. The kind used by Cal Tech High Energy physicists, and NASA engineers.

It says it is built in a TUV certified facility - not that the wrench is provided with a calibration certificate.
