For a new scope, Rigol is probably the best value - reasonably good quality at a fair price, but I haven't used one. I've heard a lot of bad stuff about the super cheap Chinese brands.
My scope is a 100MHz dual isolated channel Fluke portable scope, which I snagged at 50% during a Fry's clearance sale a long time ago - it still works fine, and isolated channels are handy when looking at differential signals.
A few years ago, I participated in some free R&S scope training - now that's an awesome scope! Just don't look at the price (IIRC, it was >$10K).
