This is for low voltage, not high voltage. You never use CAT II on high voltage, you need CAT IV or the probes aren't thick enough. 1300VAC pk-pk is only 470VAC rms, which is low voltage.
This is poorly advertised and if someone tries to use it on actual high voltage they might get killed.
