These don't come in any lower grits? What's the quality of the stone like?

IATerakahnGood. I maintain all my kitchen knives with just my combination 1000/6000 stone, and consistently get them hair-shaving sharp.

IATerakahnHave you considered diamond whetstones? DMT makes good ones, and their coarser grits tend to run cheaper.

IATerakahnLower grits in water stones don't last long. They are quick to wear away then you need to level them and before you know it the stone is gone. Even a 1000 lasts a surprisingly short time. The largest DMT diamond synthetic stone* is way better value for coarse and keep the water stones for fine, they give an incredible finish.
And you may not even need lower than 1000... they remove knife material very quickly, it's completely different to 1000 on an oil stone.
*had one in the kitchen for 15 years now, still works like new.

aeberbachI would second that. If you need to set or re-set a bevel, nothing does the job like a diamond stone.
