3 of the cheap models I've used were disconnected from with the key out of the ignition. BTLE is probably a good idea but the draw is negligible in the first place. For $90 it could come with an in-car entertainment system.
The only possible claim to a higher price this has is faster data rates, which may not be supported by every car, and are rarely needed even if you are a mechanic.
The security bit I'm seeing in comments is laughable, devices like these don't have security, even the professional ones.
