As someone who owns several fountain pens, including Levenger ones, I have a huge tip to all of you joining this drop: Throw the ink provided straight in the bin. The levenger cartridge inks are infamously bad, and does not do the pen justice when it comes to performance. Do yourself a huge favor and buy some quality bottled ink, and use the converter instead. You'll experience no hard starts or flow issues at all.
