You can get some Korean 4k monitors on eBay for a little over $500 bucks. Great displays for the price!

PandaSPURYou can always get Korean monitor for about 20+% less then their equals. You can get a 60hz TN LG panel from various big name manufacturers(BenQ/Asus/et cetera) for about $600(not on sale), and find a Korean manufacturer using the exact same panel, but selling it for $500 or less. This is an IPS panel, so clearly not a very good comparison because IPS panels have bloated price points, but a Korean dealer will sell a monitor with the exact same panel inside for $900ish. Just like with everything, a well known brand stamped on the front will cost you more.
This isn't something new, or even exclusive to Korean manufacturers. Manufacturers like Asus, BenQ, Apple and Acer for instance buy all of their panels from Samsung, and LG, well LG buys panels from Sharp for TV's. It's the same with TV's, Sony for instance buys all it's panels from Sharp, and Samsung. There are tons of no-name TV manufacturers that buy those exact same panels, and sell their TV's for a few hundred less, because it's not branded 'Sony'. Of course most TV manufacturers don't use IPS panels, because IPS panels are awful when it comes to a moving picture, and there is no worse panel type to look at in a dark room.
All that being said unless you use the panel for some professional application an IPS panel is a waste of money anyways. I would argue that current gen. TN panels are superior for the avg. consumer(non-professional) looking for a 4k display. There is a huge misconception that because IPS displays cost double that of a TN/VA, or that they are marketed as "professional" that they are better.
There is no panel type of that is good at everything, IPS displays the most vibrant colors, but are awful with a moving picture, and it's contrast makes it awful to look at in a dark room, not to mention the backlight bleeding lottery. Photographers should buy an IPS monitor, as they have very little to worry about then it comes to ghosting, or the comically awful contrast in low light. For everyone else, TN, or VA panels.

SwesalThere are high frequency IPS, and usually the top brands keep the A+ panels and sell the A and A- panels, also you can get deals on 4k 90hz IPS 27" screens on ebay [which can be hit or miss], but you're mostly right.
