To clarify the marketing claims used here: while IPS LCD panels do offer wider viewing angles than VA, and might show darker blacks when viewed off-axis, they have worse contrast with lighter blacks when viewed head on. Which is why professional reviews recommend avoiding IPS panel TVs.
Besides, if you're after wide viewing angles and dark blacks, you should really be looking at OLED - which provides much wider viewing angles and perfectly dark blacks.
