Finally got mine, and loving it!
Spencer, I had the same question about the silicone cap. It's meant to be there and keeps liquid from flooding to where air belongs (will cause a gurgle). It does work without, and some say it'll hit better, but it'll also leak, which is annoying and not intended.
Joe,You will need to buy a battery. I highly suggest the Ego C-twist, as it accommodates both coil resistances and lets you adjust voltage to you liquid and preference. I got mine on Fasttech, but it will take about 2 weeks to ship, and doesn't come with a charger. Make sure your battery and charger have the Ego type connector or you'll be sad.
