better off getting the north face trucker tarp bags, they are only like $20 more, twice as durable, likely twice as water proof and they have backpack straps so you can carry duffel around as a backpack or front pack if needed. i scored a XL NF bag from REI for like $70, also cabelas tends to have deals on those things as well...
MW still makes some good gear here and there, but they have certainly slipped since being bought out by Columbia..i actually really dislike Columbia because they do buy up all of the good companies and turn them into mass produced garbage instead of the mid level run specialist produced gear companies like MW used to make.
that said, im sure this bag is fine, but there really is no substitute for the NF trucker duffles, those things have been a core item to explorers for decades now, there's really nothing on their level...certainly not for the price.

The description states it has an over the shoulder sling strap. Can this only be carried over the shoulder, or can that strap be shortened enough so it can hand-carried?

Just as a warning, the "storage options" on these are minimal. There is only one external zippered pocket on that black part. It forms a triangle and is vary hard to get my wallet in/out of. Inside are two mesh flaps with zippered pockets/open pouches. that's it, end of story. It's actually a duffel, not a backpack pretending to be something it isn't. The small I have has backpack straps that tuck into a sleeve.

It appears the dimensions are incorrect. The last one of 4" should be around 14" to 17", working backwards from the volume. Could you please check and confirm?

with the strap fully extended, it's the length from the apex of the curve, to the top of the actual bag... something you usually measure for purses so you know where it hangs when on your shoulder.
