Must be postmarked within 15 days of purchase. Yeah, uh, good luck on that one folks. My last three drops have each taken just about exactly a month to show up (+/- 3 days or so).
It can take a week or more *just for shipping*. SmartPost is slower than walking across the country and getting it yourself.
