just to make sure: - this doesn't come with an XLR cable? - does the focusrite scarlett solo count as a phantom power? confused with these two. do you guys recommend a cheaper or better audio interface?

nehzilqnehzilq; the scarlett solo can power this mic, however getting a better interface will always be something I'd recommend, but you can get away with less features and less quality if you're tight on budget. The cheapest interface I can think of that isn't awful is the behringer xenyx 302usb. People tend to stay away from behringer's cheaper stuff for a reason, but it's reliable and will do the trick without breaking bank. However, if you can, try and get a mid to high-tier focusrite interface if you can. there are plenty of alternatives, but the scarlett line is very trustworthy, and manage internal audio beautifully.

nehzilqI'm guessing no, most pieces of hardware do not come with any xlr or patch cables, unless it's a promotional bundle. The assumption is that the customer will have their own, considering the huge spectrum of cable preferences. Cheap xlr cables are easy to find, and assuming you're not anal about otherwise-inaudible cable-noise, you can find a quality xlr cable on Amazon for less than $10.

nehzilqI would not recommend a Behringer. Your Focusrite is better than anything Behringer can put out. Focusrite made their name making preamps. If you want to upgrade, I'd take my time and save up. Your interface is an important part of your setup.
