Here's a review from candlepowerforums. The TA40 appears to get higher output using 2 non-rechargeable CR123As over a single rechargeable 18650.

Isn't that always the case? At least in the drops here I've seen. 2 of the cr123 in series produce a higher voltage.

Depends on if the torch's driver is set up to take advantage of the higher voltage.
