Apparently neutral is 7% loss of brightness but truer colors.

Recoil_RobI'm not sure to what degree, but I think that the 'truer colors' thing also makes stuff in general easier on the eyes - allows for better image vision (resolution, or whatever). In other words the practical use loss is somewhat less than the numerical/technical loss. I think the images in your comparison show this effect well. I almost always order the more neutral emitter, but sometimes order a duplicate with the cooler (technically brighter) emitter. I always use the more neutral ones, if I have both in the same model light. Sometimes I will use a light with a cooler emitter over a different model light more neutral, when it's a matter of preferring other features over the loss of the more neutral/preferable to me emitter. I do go only for the cooler light in tactical use - it's more disorienting.
