ST17 movement - does it hack and hand wind?

The Sea-Gull ST17 movement has hand wind functionality, but does not have a hacking function.

This is a different watch but the movement is the same as the M17.

The movement is the ST1780 in the ST17 family.

Sea-Gull usually lists the hack function as "Stop Second" on their documents.
As far as I know it is hand windable, but not hackable.
