Could this stove be used as a tea light somehow, to keep tea warm after loose leaf tea extraction? Or would it simply just reboil the water?

PropHatI've never used a tea light so don't know how small a flame you need. I just tried my Triad (mine has the larger center hole), filling it less than full and not adding flame underneath to force it to bloom.
Up until the time it bloomed, it burned very slowly, possibly slow enough. (probably never would have boiled)
But it decided to bloom after about 8 minutes. Once it bloomed, it quickly boiled.
Maybe you could sit something on top that covers the ring of holes? A "Bertolli" sauce (Alfredo sauce I think it was) lid might be about the right size. Drill the proper sized hole in the center and it might confine the flame to just the center hole causing it to burn slowly enough. Then again, it might get hot, build up pressure and blow flames out around the sides. I'm too lazy to try right now.
Something like this but with a hole in the center. (and the sealing gunk removed)

(That lid pushes snugly down between the supports. I can turn it upside down and shake it and it stays in place.)
