I can find very little on the story behind this special edition watch. The Massdrop description doesn't really give me a good sense of why the watch is special. Here's a link to a YouTube video discussing Wenger's Arctic light partnership with photographer Uri Golman. Nothing about the watch, but a nice short video on Golman's efforts to document and protect the arctic and its beauty.
As for the watch itself, it appears to be a release during 2014. It's hard to pin down. There's an article in a Wenger magazine (Wenger 2014 catalogue) archived at Issuu that describes the Arctic Light watches. There are several Wenger watches included in the series, most with a light blue inner chapter ring. The watch we are looking at here on Massdrop is the Special Edition.

Interesting watch and project. I have no idea if sales of the watches supported any particular aspect of the project, but it looks like Wenger was/is committed to it as a company.
