Considerable (~$70) price jump from the last drop - does this mean they've fixed the whole "stuttering disc" issue?
And if so, what's the upgrade path the people that got burned on the last drop can take?

The "stuttering" issue can not be solved while there is a Miyota 8215 movement under the disc. Even with heavy/long second hands attached this stuttering is sometimes visible, depending on the position of the watch.
A smooth turning disc will be depending if the correct tension is set on the second hand pinion spring, however, as these movements are put in the case as they come from the factory without any fine tuning it will be a matter of luck.
An upgrade to a Miyota 9015 would probably solve the issue, but this one costs around 80$ (if you buy one only) while the 8215 costs 35$ (for one).

JinjokThe winding stem of the 9015 is shorter than the 8215 (among other things), so it's not the simplest replacement... and what you're left with is a watch that functions like all the videos.
