UtaWing is sorta right exept that you dont need 16 gigs of ram i have 8 and none of the games i have ever played used up all of that

0DarkFor non-gaming 8GB is likely fine but for gaming and content creation, I'd argue that 16GB is the minimum. To a certain point, its better to have it and not need it than need it and not have it. And OP said they wanted to "make content" and while vague, more RAM is typically better for media editing for audio, video or photos.

Try getting an i5 that's a few years old, and a cheap motherboard that uses that socket. For RAM: Try getting something that's DDR3, and try getting 16 gigs. DDR3 is cheaper than DDR4 and there's a large used market for DDR3 currently. For graphics card, try to get an x70 or x80 card that's a few years old, 780 Ti or 780 Ti 4gb The biggest problem with a low budget like that is the VRAM (Graphics card RAM) Since you definitely want at least 4gb for the games of today. I'd recommend maybe asking for something like a 1060 6GB for christmas and then building a PC for the rest of the money, that will get you a really good PC for gaming and content creation.
