The Seiko brand and Orient are hard to beat for the money. A good mechanical starter watch is the Seiko 5 series that you can get as low as $49. This watch will last forever if you take care of it. I'm a big mechanical movement fan I'm fascinated by how they work but Quartz ( battery pow ered) watches are normally cheaper. The only quartz I personally like are the super accurate 262hz bulova series watches. Very cool technology that makes the second hand sweep instead of tick. Whenever possible try to buy sapphire crystal verses mineral or plastic. Sapphire is almost impossible to scratch but will crack. I have many sapphire watches that are over 20 years old and still are perfect. Good luck with your new hobby it's a lot of fun!
