I would like a lens with a low aperture but also a short focal length without spending a fortune. Is the only way to get these results through purchasing a wide-angle add-on lens?

JahRiddimNo there are many fast wide manual focus lens options as well. A lot will depend on what camera system you have. Look at Rokinon or Samyang for Manual focus or adapting older lenses.

JahRiddimI'm no guru of gear, but I'd suggest looking at non-proprietary manufacturers such as Rokinon/Samyang, as they have many lenses that are a fraction of the cost of proprietary lenses. Often this comes at the cost of losing AF or image stabilization, and some optics, but they seem to be a good alternative. Browsing for used gear will save you some money as well, although it could be risky in case they've been damaged.

JahRiddimAs the guy above stated, there are plenty out there. The Rokinon/Samyang/Bower brand has a 12mm 2.8 if I recall correctly

JahRiddimHave you considered the Tokina 11-16mm f2.8? Tokina also makes a newer version 11-20mm f2.8 (I believe) I have the 11-16 and am very pleased - tack sharp and $400.

Kenny1007I agree with Kenny1007. That Tokina 11-16mm f/2.8 is an awesome lens. It is only for crop sensor cameras (not full frame) but it is one of my all-time favourites.

JahRiddimThe Tokina others mentioned is a good option, but suffers in the optics. If you're on Nikon, they have a great 10-24mm 3.4-4.5 (not the lowest of apertures, but it has good optics and is very cheap). Keep in mind that the wider you go, the harder it is to find large-aperture lenses, and the price also dramatically increases. A 24mm 1.8 is significantly more expensive than a 50mm 1.8.
