More or less, yes - you have to give it a couple shakes or spin it around on the bracelet a couple times to get it going. I find that if you get it out, give it a couple shakes and set the time it is usually up and running.
I don't find it a big downside. It (along with its brother the 7s26) resides in many of the SNZG, SKX and Seiko 5 watches. While I would certainly prefer a movement with hand winding capability it has been a non issue for me, and like you, most of my watches utilize hand winding movements.
