In Australia, the Army uses a tarp tent called a hootchie which is a bigger version of the US Gi poncho. Now I have slept in torrential down poor in mine and have been perfectly dry. The trick is you need to chose a site to in such a way the water does not want to run totally though it and the other thing is to try and get off the ground some how. I used a ground mat that I would set up in such a way that the water that came along the ground would go underneath it. The other thing you do is pack your gear up every day and only get it out to use it.
