I wouldn't mind the 8Cr13MoV if the price were dropped to match the blade steel. That said, I've recently gotten four good knives with D2, Acuto440, AUS-8, and yes, 8Cr13MoV for under $30. Two of them were $20. Yes, they were all made in China which I believe is the same as this CRKT. My next "upgrade" steel I'm looking for is 12C27 or 14C28N and those are in $30 knives.
So sure, stay with 8Cr13MoV if you want to CRKT, but don't be charging mid-level steel price for it.
