thermophileAre you looking for an all-in-one liquid cooling solution? It's usually easier to buy a card with one already on it, like the EVGA 1080Ti Hybrid or the Corsair Hydro 1080 Ti. If you buy it separately, you will most likely pay more, void your warranty (unless your card is EVGA), and have to deal with removing the stock cooler. But if you already have your mind set on this card, you could look at the EVGA waterblocks https://www.evga.com/products/product.aspx?pn=400-HY-5388-B1 (if out of stock the one they make for 1080 works fine too, you just can't use the shroud that comes with it so you just use your stock shroud). You can also use an NZXT Kraken G12 (https://www.nzxt.com/products/kraken-g12-white) and use almost any AIO CPU cooler with it (like a Kraken X62 or a H100i or almost anything really).
If you were looking for a waterblock and custom water cooling system you'll need more help than I can provide, I use AIOs myself.

thermophilenot a reference pcb, i own this card ( bought it at $640) and i'm currently hunting down a cooling solution that will incorporate the vrm and memory. This card thermal throttled straight out of the box when i ran heaven at 1440p , i would add that the clock speeds on the preset profile couldn't be achieved due to this.... I altered the fan curve and it's doing better, however it isn't within acceptable margins by any means.
