I own about half a dozen pairs of jeans that are slightly elastic. Chrome industries and Uniqlo for example. And they came in actual sizes.

From a US perspective: Pants = what people in the UK call underwear Trousers = what people in the UK call pants For people in the US, pants and trousers are pretty much interchangeable terms. Trousers being perhaps more formal because that's what English people say. This vendor appears to be from Montreal and might be using the Queen's English. I went into a London menswear store and told the lady I was looking for some nice pants and she gave me the oddest look. They did not sell underwear.
