I'm interested in having a pair for dampening everyday noises, as I have difficulty focusing on someone's voice if there are other noises present at a similar volume. Would the concert/party plugs be too strong, blocking out conversations? Is the musician's protection too weak to block out buzzes and beeps in a busy workplace environment?

ApocIt seems like what you want is a mixture of what's on offer here: the U-fit (to dampen highs and lows and let through midrange/speech) with a lower level of sound reduction. 23db is going to be a steep reduction--though they're so inexpensive, you might try them. Or you might look around elsewhere for earplugs made to block highs and lows and let through midrange.
There are earplugs that work like hearing aids, putting a little speaker in the plug to boost the frequencies you need. You can tune what they let through with a smartphone app via Bluetooth. They are not cheap--about $200--but they do exist. Look up "Here One" by Doppler Labs if you're interested.
