According to WoTC, Modern masters was designed to be drafted by 8 players as a stand alone set. They described it as being very much like a cube draft. That's why the boxes have 24 packs (3 packs x 8 players) and not 36 like normal. My vote is a draft pack of Modern Masters booster packs x3 or whole boxes NOT just based on past orders.
