The price of the rPi almost never dips below MSRP from what I've seen. The kits on the other hand are full of small components whose price varies greatly from place to place, so I bet there's bulk order wiggle room with those *wink wink*
Specifically a Xeon flash camera, and it be fixed by covering one chip on the board. Also it isn't a hard reset it locks up, you have to unplug it and replug it.
Yes it does. The power regulator chip is an open semiconductor design to save money, and any burst of bright light with (presumably) ultraviolet light will cause it to reset. Xenon flash seems to be the most reliable way to crash the Pi 2.
