I'm pretty sure at least. That's what it looks like to me. From the grab bags, I think I got a messed up warning sign cap and it looks the same color. (I looked through all the kits and couldn't find the key but it looked really cool and feels like it shouldn't be a mistake; maybe part of a different set?)
@T0mb3ry do you know how many warning signs kits were sold in R1? just curious.
Did the sets got shipped from SP ?
