for some reason one of the fans is stuck at 100% and the other is normal. it started today. on msi afterburner it reads that the fan speed is 0% at idle (one fan is 0% the other is 100%), also manual control of fans with afterburner does not work

Im just going to assume youre getting a 1060 and a ryzen 1600 or i5. I would probably go ryzen because it has more cores than the equivalent intel cpu, which will help your video editing and rendering. More cores also equals better multitasking. but either one is fine. i personally have an i5 6600k but if i were to build another pc i would buy the ryzen 1600 due to its extra cores and similar price to the i5. Also the difference in processors is not going to affect gaming performance like a GPU would.

I have an r9 290, and the difference in performance wouldn't be worth the money.
If you want to get a decent bump then saving up for a 1070 or AMD's coming VEGA GPUs would be a better option.
